What you see — and what it’s really hiding

Damp patches in an underground parking level in west Nice are not just a cosmetic flaw. Nice’s subsoil is notorious for capillary rising damp: the limestone karst and shallow water tables (elevation 20 m NGF) create hydraulic pressure beneath the slab. What you’re seeing is water passing through the concrete due to inadequate waterproofing or insufficient drainage.

With cracked concrete permeability k = 1×10⁻⁶ m/s (a typical value for untreated concrete), a crack surface A = 0.002 m², and a thickness e = 0.25 m, we get Q ≈ 1.6×10⁻⁷ m³/s, or 0.14 L/day. Over 50 m of cracks, that comes to 7 L/day. DTU 14.1 (section 6.2.3) requires total waterproofing of below-ground walls in flood-prone areas or where the water table reaches the surface. In west Nice, the local zoning plan (PLU) classifies the area as moderate risk for rising water tables. So the acceptable threshold is zero visible infiltration. Result: non-compliant.
What happens if you do nothing: cascading damage
Permanent damp in an underground parking level in west Nice doesn’t stay a minor nuisance. Under repeated wetting-drying cycles, the concrete deteriorates: accelerated carbonation, reinforcement corrosion (cracking within 2 to 5 years). Send the developer a registered letter with acknowledgment of receipt, including photos and a bailiff’s report if possible. If there’s no response within 30 days, file an emergency expert-assessment request with the Nice regional court. Don’t let it drag on: the longer you wait, the more the developer will argue normal wear and tear. Act now.
