Cassini Expertise, an independent building expert based in Antibes, serves the entire town of La Seyne-sur-Mer (83500): the town centre and the Arsenal, the Sablettes seafront, the residential district of Tamaris, and the neighbouring areas of Six-Fours-les-Plages. Our work in this area covers four recurring types of assignment: crack expertise (in both older and recent buildings), VEFA (off-plan) handover inspections for new-build coastal developments, disputes in seaside condominiums, and pre-purchase surveys for properties by the sea or on the surrounding hillsides. Characteristic defects in La Seyne-sur-Mer’s buildings

La Seyne-sur-Mer has a wide range of building types, which produces very different pathologies from one district to another.

The seafront and Les Sablettes. Buildings constructed close to the shoreline, particularly along the corniche and around the former Tamaris-Sablettes submarine base, are constantly exposed to salt spray. This environment accelerates corrosion of the reinforcing bars in the concrete: spalling is commonly seen on the underside of balconies and loggias, along with cracked render (crazing) on west-facing façades, and accelerated carbonation of the concrete that weakens the structure at depth long before any defects become visible on the surface. On these buildings, a crack expertise must always include an assessment of the condition of the steel reinforcement, not just a surface crack survey of the façade.

The 1960s-1970s condominiums in Tamaris and Les Sablettes. The post-war and subsequent seaside development of these districts produced a large stock of condominiums from this period, with traditional rendered façades and flat roof terraces. These buildings are now reaching a stage where terrace waterproofing frequently fails (leaks into the ceilings of top-floor flats, rising damp under the slab), and façade renovations – voted through at general meetings after decades without major upkeep – often reveal underlying structural defects that cosmetic rendering work alone does not address.

The older villas in the town centre and the hills. The stock of late-19th and early-20th century villas, particularly around Mar-Vivo and on the slopes of Mont Salon, features stone or rubble masonry with shallow foundations, sometimes built without any prior soil survey, as these predate any regulation on the subject. These buildings are particularly sensitive to differential ground movement.

Clay shrink-swell (RGA) on the hillsides. The Mar-Vivo and Mont Salon areas sit on clay formations that are sensitive to alternating cycles of drought and rehydration. The prolonged dry summers the Var has experienced in recent years intensify this phenomenon: stepped cracking at the corners of openings, separation between an extension and the original building, doors and windows that stick. This type of defect requires a rigorous adversarial expert assessment, particularly when a claim is filed under the natural disaster (catastrophe naturelle) guarantee.

Our expert assessments in La Seyne-sur-Mer

Condominium expertise. Cassini Expertise assists property management companies (syndics) and residents’ councils when façade renovation is required by a municipal order or made necessary by the condition of the structure, in order to distinguish routine maintenance from a structural defect that may engage the liability of a previous contractor. We also assess defects affecting common areas (terraces, basements, façades) and support individual co-owners who wish to challenge a general meeting decision on works, by producing an independent technical report on the actual condition of the building.

Pre-purchase surveys for waterfront properties. Properties located right on the seafront at Les Sablettes or Tamaris command high prices that justify a thorough technical check before signing. Before completion, Cassini Expertise examines the condition of structures exposed to salt spray, the quality of joinery and windows in the face of marine weather conditions, and any defects that may be concealed by recent cosmetic renovation.

VEFA handover inspections. Several new-build developments have been completed in recent years as part of the redevelopment of the Sablettes district and the restructuring of the seafront. At handover, Cassini Expertise assists the buyer in checking that the property matches the plans and specifications, records any visible defects, and has them noted on the handover report before the keys are handed over – a step that determines whether the statutory guarantees (perfect completion, two-year, and ten-year) apply.

Clay shrink-swell (RGA) crack expertise. For houses on the hillsides (Mar-Vivo, Mont Salon), our assignment is to determine the cause of the defect, assess its severity and potential progression, and produce a report that can be used in a compensation claim or in a case against a builder.

Procedure and competent court

In the event of an ongoing dispute with a developer, a property manager, a contractor or an insurance company, the town of La Seyne-sur-Mer falls under the territorial jurisdiction of the Toulon Judicial Court.
